PROPOSED AMENDMENT XXVIII — "The W.A.H.P. Justice Integrity and Systemic Remedy Clause" Section 1. Purpose and Sovereignty: The People shall hold the supreme right to challenge, dismantle, and reconstruct any governmental or institutional system found complicit in sustained structural harm, corruption, or dereliction of constitutional duty. The W.A.H.P. Doctrine shall serve as a constitutional mechanism of lawful resistance and reparative transformation. Section 2. Public Motion Authority: Every individual shall possess the right to file motions under a recognized civil doctrine, such as the W.A.H.P. 1 KILL – SYSTEM, which shall be lawfully considered in courts and legislative processes when supported by public interest and constitutional alignment. Section 3. System Accountability Mandate: All penal, judicial, and executive institutions shall be subject to real-time public oversight, legal transparency audits, and systemic doctrine reviews no less than every five years — or upon filing of a properly structured Public Systemic Motion invoking W.A.H.P. authority. Section 4. Doctrine Protection Clause: No state, federal, or corporate power shall suppress, invalidate, or retaliate against citizens engaged in doctrinal resistance under the terms of W.A.H.P., so long as such action is peaceful, documented, and in defense of human dignity and systemic justice. Section 5. Congressional Enforcement: Congress shall have the power to enforce and extend the provisions of this Amendment through the establishment of System Reform Tribunals, expansion of civil motion law, and public-access knowledge infrastructures.
